The effect starts by flooding your cookies black; next you’ll tint your icing in both light and dark shades of violet, orange and pink. Decide on a design (bats or ghosts are an easy start) and then create it using the dark shade first; let it dry for a few minutes and then go over the same outline using the light shade of icing. The light and dark shades together will create a “neon” effect that SCREAMS Halloween (screaming is optional and not recommended :)
